Havelock Road was one of many housing projects spearheaded by the HBD’s Urban Renewal Unit, formed on 1 August 1964 with the goal of transforming the Central Area into a vibrant and modern commercial centre. The Urban Renewal Unit worked with an expert team from the United Nations and was later restructured into the Urban Renewal Department (URD) in 1966.
