Sir Thomas Stamford Raffles established a British East India Company trading factory in Singapore in 1819. On 1 April 1823, Raffles delivered his minute “on the Establishment of a Malayan college at Singapore”. This eventually led to the establishment of the Singapore Institution, later to be renamed Raffles Institution. Raffles’ minute, along with the details of the founding of the college, and a list of the officers and staff of the new Institution, are included in this publication, printed at the Mission Press in Malacca in 1823.
