Chow Ah Ming was born in Perak, Malaya, in 1936. He was registered as a Federal Citizen in 1951, and was issued this certificate of citizenship in the same year. Shortly after, he came to Singapore and joined the Teachers' Training College. In 1963, he registered as a Singapore citizen under the Singapore Citizenship Ordinance of 1957 which granted citizenship by registration to Malayan-born applicants who had lived in Singapore for at least two years.
