This is a National Youth Leadership Training Institute certificate awarded to Loo Karn Moon for attending the In-Service Training Course for Assistant Organising Secretaries in 1973. From 1972 to 1974, she worked at People’s Association (PA) as an Assistant Organising Secretary, organising classes at Leng Kee Community Centre. She was sent for a 4-month In-Service Training Course for Assistant Organising Secretaries conducted by the National Youth Leadership Training Institute to equip her for her work, a year after joining PA. All new secretaries were required to attend the course since 1970. The course included classes at the Institute, hands-on activities such as learning how to write publicity banners, as well as leadership training activities such as camping in Pulau Tekong.
