Thomas Stamford Raffles was Lieutenant-Governor of Java from 1811 to 1816. During his tenure, he introduced reforms to the collection of land-rent from cultivators in Java. The principles of these reforms are set out in a Minute, submitted to the Supreme Government in Calcutta dated 11 February 1814. This book is one of the copies of the Minute privately printed by Raffles later that year.
