This scroll conferred the Honorary Freedom of the City of Singapore to Sir Franklin Gimson, the first governor of Singapore after World War II. The award was the highest and first such honour bestowed by the city, and was presented to Sir Franklin by the T. P. F. McNiece, President of the City Council of SIngapore. On conferring the award, McNeice paid tribute to Sir Franklin's contributions to Singapore's constitutional developments in paving the way for a democratic way of government.
