This brass and conch stand, also known as a shanka, is from Tamil Nadu, South India. It must be noted that this stand is worshipped as a nidhi or a treasure from the ocean. Both the shanka and the chakra (discus) are worshipped as weapons of Vishnu by his devotees. A special puja is periodically done for the conch by every Vaishnava (devotee of Vishnu).
