This is a Housing and Development Board (HDB) invoice for upgrading costs for a flat in Toa Payoh, dated 20 Nov 1999. The “standard plus package” selected would have included an additional toilet on top of basic improvements. The renovation was conducted under the Main Upgrading Programme, a major project in the 1990s to upgrade HDB estates built in the 1960s and 1970s. Upgrading included improvements to the flats as well as facilities like lift lobbies and covered walkways. Residents contributed part of the cost, as captured in the invoice.
