Presented by President of the Republic of Zimbabwe Robert Mugabe to Heads of State/Government, including PM Goh Chok Tong, on the occasion of the Commonwealth Heads of Government Meeting (16-22 Oct 1991) in Harare, Zimbabwe. The 1991 Commonwealth meeting led to the Harare Declaration, which reaffirmed the Commonwealth Principles enunciated in the Singapore Declaration in 1971.
