This medal was likely issued in commemoration following the passing of Reinhold Rost, a prominent German Indologist familiar with about twenty languages and who acted as the head librarian of the India Office Library in London, in 1896. Some of the improvements he introduced to the Library included a systematic ordering of catalogues for manuscripts as well as free admission for students. He counted amongst his close friends the Filipino novelist and independence icon, Jose Rizal. In 1897, the Raffles Library acquired, through the government of the Straits Settlements, a portion of Rost's private library.
