This medal was awarded to ESM Goh on 30 April 1987 at NTUC's May Day Dinner when he was First DPM, for his service to the labour movement. As Director and Chairman of the Singapore Labour Foundation, Mr Goh led a number of projects for workers’ welfare, including a holiday resort at Pasir Ris and bursary awards for union members’ children.
