This is a view of the West India Docks at the Isle of Dogs in London, with the first phase of construction having just been completed and opened in 1802. West Indies merchant Robert Milligan was responsible for its construction, and was involved in lobbying the British parliament for the establishment of a West India Dock Company. The docks catered to vessels plying the West India trade.
