The Overseas Chinese Association (OCA) was a Japanese initiative used to coerce the Chinese community to donate a sum of $50 million and provide assistance to the Japanese war effort. The certificate, which was issued by the OCA in Japanese-occupied Singapore, identifies merchant and community leader Chian Chin Sheng as a representative of the members of the OCA.
