The government’s push towards vocational and technical education began in 1961, with a Commission of Inquiry into these areas. Subsequently, the Technical Education Department was set up in 1968 to spearhead the drive for education to meet the demands of industrialisation. In 1969, technical training for all Secondary One and Two students was made compulsory. A Vocational and Industrial Training Board (VITB) was created to provide secondary-school leavers with a range of vocational skills. By 1969, students were streamed into academic, technical and vocational schools after Primary Four.
