With most roads still not tarred during the early 20th century, bullock carts remained important modes of transport as driving cars over such roads caused problems for the motorised vehicles. Most of the bullock carts were found in the warehouses at the waterfronts or at the dockyards where they were used to transport goods to and from the godowns. Bullock carts were mainly driven by Indians, with the majority of them arriving in Singapore and Malaysia as labourers.
