Foo Tee Jun won the Cultural Medallion in Photography in 1989. He was a prominent club photographer for decades, holding numerous committee positions at the PSS and acting as a salon judge for many competitions. This work is representative of the type of photographs popular among the club photographers of the time, emphasising photographic technique, composition and decorative elements. Colourful Flats is one of Foo's most well-known photographs. It features a block of flats on Chin Swee Road that had been "dressed up" for National Day.
