This bicycle plate was issued before 1951, when the Municipal Council of Singapore (MCS) was the administration that oversaw transportation and infrastructure such as water and street lighting in Singapore. As bicycle was a key mode of transport in Singapore during the 20th century, registration was made mandatory by the British. Bicycles have been exempted from registration since 1982 as they are increasingly being used for recreational purposes.
