This pass was issued by the British Royal Air Force in 1970, to allow a Singaporean Ministry of Health (MOH) officer entry into Seletar Air Base. The British military withdrawal had already started and would be complete by the end of 1971. This pass was issued in the run-up to the final handover, when the Singapore Government took full possession of the air base.
