When the COVID-19 pandemic broke out in early 2020, increasing levels of public safety measures were progressively implemented to control the spread of the disease in Singapore. A “Circuit Breaker” period was implemented by the government from 7 April to 4 May 2020 (later extended to 1 June 2020) that involved greater measures to slow down the spread of COVID-19. Most workplaces were closed except those providing essential services. F&B outlets could only provide takeaways as dining-in was not allowed. Schools moved to home-based learning and social gatherings were banned. Members of the public were strongly discouraged from going out of the houses except for essential purposes and mask-wearing in public was implemented. From the start of the Circuit Breaker period, Safe Distancing Ambassadors and Enforcement Officers were deployed to public spaces to ensure that Safe Management Measures (SMMs) such as maximum group sizes, 1-metre distancing between individuals or groups, and later mask-wearing and contact-tracing measures, were being complied with. This pass and lanyard were issued by the Urban Redevelopment Authority (URA) to the donor who volunteered as a Safe Distancing Enforcement Officer during the COVID-19 pandemic. The donor wore these items when he patrolled along Tanjong Katong, Joo Chiat and East Coast Road between April to December 2020.
