This miniature turban was most likely in use as a part of the costume of a temple idol. It is quite common for presiding and subsidiary deities in Hindu temples to have full sets of clothing for different occasions, donated to the temple by patrons. The use of brocade, an expensive trade textile, also shows a certain importance attached to the costume.
