Gambling was a major social problem among the Chinese, as once addicted, men could gamble all their money away and eventually turn to crime in desperation. Gambling was considered one of the three social ills, the other two being opium smoking and womanising. As gambling was not legal, groups of men would be seen huddled together in dark alleys playing games of cards and dice.
