The Vehicle quota system was implemented in May 1990 and the vehicle entitlement exercise was held on a monthly basis for people to bid for a Certificate of entitlement (COE). This particular COE indicated the premium paid by the owner was $3500 and it expired in the year 2000. This artefact was part of the selection in the time capsule buried in 1990 by then DPM Ong Teng Cheong to celebrate Singapore’s 50th anniversary of independence in 2015.
