Incense paper burning has been an ongoing issue in the HDB estates as it has implications on public safety and the safety of public property. This booklet on incense paper burning was probably used to inform HDB residents (as suggested on the cover illustration which featured a HDB estate) on the dos and don’ts when burning incense paper.
