This is the Third Lotus Prince, Nezha 莲花三太子，哪吒. Of popular origin, Nezha, the child god was later incorporated into the Daoist pantheon. He is a minor guardian god protecting altars and paving the way (kailu 开路) for principal deities during religious procession. His myth was largely derived from the Investiture of the Gods, Fengshen Yanyi 封神演义.
